The foundation of our support to northeast Baltimore is built upon the three pillars of housing, prevention and recovery and community service. There are three main services:

  • The Housing Partnership serves communities in both Baltimore City and Baltimore County. Home buyers should seek services from the housing counseling agency where they are most likely to purchase a home.
  • Harbel’s Community Relations program has the most far-reaching positive impact of all of member associations in the Northeast.
  • An outpatient substance abuse prevention and treatment center which serves adults and adolescents in Baltimore City and the surrounding areas.

Fees & Insurance

Insurance plans accepted include:
Medicaid MCO (Priority Partners, Maryland Physicians Care, Amerigroup/Wellpoint, United), Medicare, Maryland Health Insurance Plan, Aetna, BlueCross/BlueShield (e.g., CareFirst)

Insurance plans not accepted include:
First Health, Geisinger Health Plan Humana, Kaiser Permanente

  • Reduced fees available
  • Fees are charged but may be covered by insurance. Most services can be billed to Medicaid so there is not a copay. However, private insurance may require a copay or deductible. Services are available without charge to uninsured persons who meet certain qualifications. United Healthcare and Cigna are accepted but out of network so benefits will have to be verified.
