Mayor’s Office of Employment Development (MOED)

MOED Youth Services connects Baltimore City youth and young adults with paid jobs, job training, and career pathways designed to build skills and long-term employment success. Programs serve teens and young adults ages 14–24, including students, recent graduates, and out-of-school youth, and focus on high-growth industries across the city.

Programs serve teens and young adults ages 14–24, including students, recent graduates, and out-of-school youth, and focus on high-growth industries across the city.

Key Youth Programs Include:

  • YouthWorks Summer Jobs: A paid summer employment program for Baltimore City youth ages 14–21, offering jobs with city agencies, nonprofits, and private employers while building workplace and career skills.

  • Youth Opportunity (YO) Baltimore: For ages 18–24 who are out of school and unemployed, YO centers provide GED prep, academic support, job training, career coaching, and connections to employment.

  • YH2O Career Mentoring Program: A paid career pathway program for ages 18–24 interested in water and environmental careers, combining mentoring, hands-on experience, and industry exposure.

  • Youth Partner Programs (including Grads2Careers): Free job training and certification programs for ages 17–24, helping youth prepare for careers in fields like healthcare, IT, construction, biotech, logistics, and more.
